JPlotResp has problems with empty end dates in StationXML

Description
JPlotResp has problems with empty end dates in StationXML. We should allow this, treating it as currently active. This might mean inserting a far-off date internally like 2599,365.

Hi Rob,
I was just using JPlotResp to visualize a FDSN StationXML file generated by Caltech (ANSS's) SIS system, and it threw an exception when a channel's endDate wasn't specified.
The FDSN StationXML specification does not make startDate and endDate of a channel required, and it is common practice to omit the endDate when it is currently active.
Would it be possible to modify the code to handle a missing endDate and treat it as meaning "currently active"? Technically, the startDate doesn't appear to be required either, but I don't really see a use case for needing to fix this.
