NRL

I'm currently building the service with IRIS-WS 2.0.18 which in turn links with Station Model 1.4.4. This is preventing empty/optional enddates for the NRL inputs - error occurs during unmarshalling from xml to the model. So for the alpha we are doing the usual 2599 thing.

I think the trick is moving to Station model 1.6.0 but I believe then I have to upgrade the build to IRIS-WS Library 2.0.19

This is do-able but just wanted to get this placeholder task in while I bring the "combine" endpoint full-circle and shoot for our first milestone
