Add option to append error message to data when a command timeout occurs and connection is closed.

Description

If data has been sent, but then underlying executable command times out, the user will have no indication that the timeout has occurred.

Add an optional datafile that can be appended to the output before the connection is closed.

To assist in detection of incomplete data transfer, the following 256 bytes of ASCII text is added to the output stream by web service shell for any timeout or exception condition.

"000000##ERROR#######ERROR##STREAMERROR##STREAMERROR#STREAMERROR\n" +
"This data stream was interrupted and is likley incomplete. \n" +
"#STREAMERROR##STREAMERROR##STREAMERROR##STREAMERROR#STREAMERROR\n" +
"#STREAMERROR##STREAMERROR##STREAMERROR##STREAMERROR#STREAMERROR\n"

It was decided to not make this optional, it is now part of standard processing.

Confirmed that the shell now appends the "StreamError" text (see below) to the output, whether that is a file or standard out. NOTE there is a typo in the StreamError text ("likley" --> likely).
