I just clicked on the link from my home computer at lunch and it downloaded the file.

I could successfully access the data in this url from a Firefox browser window. Safari returns blank page
(as mentioned earlier). Can the download feature be made accessible from any browser ???

Yeah that should. I'll change the Apache settings to inform the browser that it is a file to be downloaded. That should fix the problem. I tried it on safari and had the same issue as you did.
