Improved handling of case where transfer log directory does not exist

Description

Currently, when the destination directory for transfer logs does not exist ringserver will log a WARNING and continue operation. The philosophy is to prioritize the operation of the server over non-critical configuration issues, i.e. let data flow even if we cannot log shipments. But this means a mis-configuration or missing directory can go quietly unnoticed in an automated system.

Instead one of these might be a better approach:

  • attempt to create the directory, fail server start if directory cannot be created
    or
  • fail server start with clear message when directory does not exist
