Update application startup so it will also start in glassfish

partially fixed, works in both glassfish and tomcat, but the IP filter for endpoint wssstatus does not work. This version is under evaluation and should not normally be used in tomcat.
The current filter is provided by tomcat and a corresponding mechanism for glassfish has not been determined.

This issue is complete with the addition of IP filtering added in issue 863.

Now WSS 2.4 should deliver the same capability as the original WSS 1.x

This issue and issue 863 superceded issue 844.
